My letter to Murdoch's points out the necessity for many improvements in the details of the supervision of the Emigrants, more especially with reference to the sanitary precautions essential before their embarkation, and Mr. Cardwell instructed me to give early attention to the subject with a view to a thorough revision of the existing Regulations.

This subject has since occupied much of my attention; and I soon found it impossible without further legislation to give effect to the views and wishes of Her Majesty's Government. This result was caused by Section 2 of the Imperial Chinese Passengers Act of 1855, which requires all Regulations, except on some minor points concerning length of engagement and dietary, to be made by Ordinance of this Legislature.
I have had several reports on the subject of Mr Cardwell's communication from the Harbor Master, the Magistrate, the Colonial Surgeon, and the enclosed Ordinance will, I trust, be found to embody the provisions most essential for the welfare of intending Emigrants.
